>> our top story this half-hour, governor newsom unveils his updated state budget today. it comes with the projected multi-billion dollar deficit as our capitol correspondent eytan wallace reports, the governor says there will be some very difficult decisions needed to close the gap. >> well, here it is. all 45 pages. the governor provided for his budget to budget. the governor says will protect key programs. one he acknowledges comes with its challenges. this is a >> this is a sizable deficit. governor gavin newsom not mincing words about his proposed budget for the coming

fiscal year. it's a proposed 288 billion dollars spending plan that per newsom comes with a projected 27.6 billion dollar deficit. that figure is much more optimistic than that of the non-partisan legislative analyst's office or who earlier this year projected the state faces a 73 billion dollar deficit. newsom believes that projection was way off because he anticipates the state will take in more tax revenue and the project. to balance the budget. newsom says he's taking action on several fronts, including the withdrawal of more than 12 billion dollars from the state reserves ovei the next 2 years. he's also proposing more than 18 billion dollars actual cuts, including reductions for programs on broadband access, water, storage and local and state public health departments. these are programs that i long advanced many of them. none of this is. >> working. enjoy but you've got to do we have to be responsible. we have to be accountable. he also plans to freeze 10,000 vacant state part of a move he says will

save the state hundreds of millions of dollars what i want to know. >> but the alternative, the you know, we can we can eliminate our expansion health care. we can eliminate. >> wages we can limit. we do furloughs into layoffs. we can do a lot of things i want to do those things. as for any plans to raise taxes, i do not support. >> and general tax increases period. as for his spending priorities, keeping core services and tact. that's newsom's message on ensuring the state continues to invest in education, public safety and what he describes as the central homeless and housing programs. we actually are increasing our low income housing tax credit. we mean business. we mean business about the housing element. we mean business about meeting your state mandated goals. but republican lawmakers believe the budget spends too much. they stress more spending does not always equal better results. give a bit more credence to what programs are we not seeing any significant results from looking much

incline village, very nice day. and lake tahoe compared to last weekend. remember, they had some snow up there last weekend poll. they're going to be a far cry from that. but you can still see some snow capped mountains out there has plenty of that. snow is falling the season. so if you're driving up there you see that over the top. so a few scattered showers as you make your way there. 70 valley in the mammoth lakes area may see some pop-up thunderstorms in the afternoon hours. we'll watch out for that. but abe area right now we have delays at sfo. do some of that construction that's ongoing there on the tarmac. oakland, you're looking good. no delays there. and san jose either as we've got some nice clear conditions tomorrow you get a forecast and the monterey bay, you're looking about 67 degrees after a couple patches of fog in carmel, i bring a light sweater or light jacket with you headed there. likely to see fog again. roll back in the afternoon hours. southern california, 80 degrees, pasadena, 69, very comfortable in san diego about 71 degrees in los angeles. if you do plan to head to the high country. wow. what a change from last weekend when highs are in the 30's on sunday tomorrow about

pandemic related construction delays, these volunteers are essential to completing this project to work. they're taking it level. there's nothing like being able to be part of building your home with so much love. i don't know many people that are able to see. >> say i built this house from the from the ground the second day of the event is next. friday and applications are still being accepted for the homes under construction for phase 2. >> in walnut creek, philippe djegal kron. 4 news. >> the state is partnering with 5 different companies to create a generative ai tool to improve public services. governor newsom says he hopes the tech could reduce customer wait times at state agencies and improve traffic and road safety. these tools first be accessible to just a few government agencies as they use it for a six-month test trial at it proves effective.

the public may get access to it in the future. >> even though gas prices recently dropped slightly, california drivers are still paying much more than they were a year ago, according to triple a our state's average is currently $5.30, a gallon for unleaded regular a year ago was about $0.50 lower at 4.81 a gallon, the bay area, median gas price is about 5.50, also well above the national average of 3.63 a gallon. >> the san francisco bay ferry service is planning some major expansions throughout the bay area. the board of directors planning to expand and electrify transit by the year 2050. the agency currently operates and alameda oakland, richmond, san francisco, south san francisco and the lay. whoa, the first expansion their planning our to berkeley and redwood city. eventually the ferry would like to go to antioch and pittsburgh as well foster city. >> target is scaling back its sale of pride month

merchandise. the company says decisions about where to stock right? products, including adult apparel, home goods, foods and beverages would be based on guest insights and consumer research. it's unclear how many stores will carry such items. target received some backlash for selling the items in some stores last year. conservative activists organized boycotts. it resulted in a dip in sales. advocacy groups are commending target for bowing to the pressure condemning rather. >> cold stone creameries pistachio flavored ice cream is at the center of a proposed class action lawsuit which alleges the flavors description is misleading as it contains no actual pistachio. the plaintiff, according to court documents, filed a legal complaint at the end of 2022. after learning the product was flavored with a pistachio flavoring which contained no actual pistachio. attorneys for the defense have filed a motion to dismiss, urging the court to consider several other dismissed cases centered around vanilla

is in. well, the rookies got a chance to get out there and show what they can do know. obviously everyone was excited to see the number one pick for the niners, which was the 31st pick in the draft. i'm talking about ricky pearsall from out of florida. now that being said he looked pretty comfortable early on in practice out there on the field, just going through a few drills with the coaches solo. however, when it was time for the 7 on 7 drills, he didn't seem is comfortable. he did seem like the nerves kind of replaying. it's no nothing to worry about so early on. but when he was targeted was they definitely tried to feed him the ball quite a bit today. he was not necessarily able to realty in make any catches, actually had a few that hit him in the hands that he let fall through his hands and the others were either overthrown underthrown passes. so that's not all his fault. but those that he did have right in his grip, it is grass. he wasn't able to real those in either. but he has a lot of time to kind of find its footing with this team. now, on the other hand, corner bay, we're not we're green was very will. people pinners

behind. and we talked to him yesterday. he seemed pretty nervous, actually, when first talked to him for the first time we met him. he met with the media. however, today he seemed like he was back in his element out there on the field. he really didn't let anything get p least get to the first day of camp. and i'm sure the new defensive coordinator, nick source and was very excited about that obviously spoke about. >> what he wants to do is his now in first year as the defensive quarter. he's got no to the niners, but he is new to being a defensive play caller. he talk to us today and also take them. but don't who was out there who was a linebacker, 2 guys, that nick sorts. it should be very excited to coach because today they were very excited to get out there and it showed in their play. take a listen. >> i think i think you learn every year. i think for me it's more just getting prepared for the season, getting our players prepared and our staff and everybody prepared that we're playing

and presenting it to our players in this, you know, with one voice we're doing it all. it was the same direction and again, like i said, it's p violence and finishes what i want to look like. but it's just technique. it's more mindset than anything you have to think about it. and yet the train that thought and then it becomes habit, whether it's attacking it or protecting it. and the main thing is that everybody's involved. if you're blocking your ball security, you know, for the guy who has the ball, if you're at on defense and you're attacking it, whether you're the first man in second man in high point, tipton overthrows. got to get those know that. okay. >> now as far as being the first manner. second man, a 3rd man tatum, but don't said he doesn't mind where they play him at the linebacker position. he said he was very excited just to be here. obviously taken also in the draft. he is someone that they're excited about. its, of course, beefing up on that defensive in especially when it comes to guys like tatum, someone who stocky someone who's strong, someone who's quick in and let it cool. a

few of them spoke about the fact that the niners they like athletic guys on the defensive in guys, they can get out and run play fast like they like to play. take a listen to what tatum had to say. when i asked him, was he having fun out there on the field? >> football is always fun for me. seen a little football. so to being back out there, like i said, have been spending like the past 4 months. this testing 40's and shows stuff like that. so, know, we get my feet back in the ground called police going the ball. i was just excited for them. just go out there and be myself. and once i do that and whatever results come, what i know not be satisfied that i gave everything i had. >> no, we didn't get to talk to a kyle shanahan today or john lynch, but i'm pretty sure that they were pretty excited what they saw from their rookies. and then also there are unsigned free agents that they were able to get out there and try out their positions and see how they may fit or may not fit on this roster with the niners. of course, we'll keep a close eye on it. but today was just the first day of mini-camp. and so we'll have plenty more to report on when it comes to these young guys. and of course, as we lead on into

training camp here later in the summer. but for now, i'll toss it back to you guys that the disarm. erin wilson live at levi's. thank you very much, aaron. >> a jail in the east bay is training inmates for life outside through construction. it's the first-ever apprenticeship program at santa rita jail for the last 3 months. the men with no background in construction turned what was a grass field lot inside the jail into a construction site, learning several skills, including how to drill, read blueprints level and even sen up concrete. the classes were taught by members of the laborers international union of north america. >> facing from first aid sit and great check into construction fundamentals. >> during the training, the 20 men were certified and the jobs they learned, which means when they walk out of the santa rita jail, they can go to their local union offices and find work in construction that pays a living wage. >> san francisco international airport director i've are set herro has announced his plans to retire at the end of the

year. so tara has served as the airport director since 2016, his career with sfo began in 1994. he was program manager of transit managing the airtrain and bart projects at the airports. 3 billion dollars masterplan expansion. a search for the next sfo airport director. it's going to be conducted in the coming months during which time terrell will remain in his position and oversee the transition to new leadership. >> 106 new members of the california highway patrol were sworn in at a graduation ceremony in west sacramento today. the new officers are helping fill hundreds of vacant positions recruiting campaign that was launched last year in february. the chp reported it had received the highest number of monthly applications applications in 7 years. the increase force him to hold 3 academy classes simultaneously for the first time in the agency's history. as for this graduating class patrol officers walked across

noon on saturday. a lot of cool cars going to be cruising down the road. lot of folks coming out to see that as well. the temperatures are going to be the mid 70's nice and sunny and bright, too. but and the biggest fun thing of all, how about celebrating mother's day? it is going to be warm in spots inland. cool by the coastline are looking at 50's and 60's coast side. still some 80's inland. make sure you make it a very special day for mom. alright, weather around the bay area as we head in toward the weekend talking about temperatures running on the cooler side along the coastline. you'll see 60's there out toward the beaches, still warm inside the bay and make sure 70's and 80's even upper 80's in the santa clara valley, upper 80's inland to and so yeah, getting places you make your way in the central valley about 92 degrees in antioch and over the next few days as we head through the holiday weekend, going to cool those temperatures down a little bit more each day through monday. and then by tuesday we start to warm things back up a little bit before cooling down late thursday and friday of next week. thanks, lawrence. >> it's also that time of the year when people across the bay area are planning to attend county fairs. and of

course, some of the most anticipated events are the summer concert series at those fairs. the alameda county fair begins on june 14th in pleasanton kicking off their concert series will be. >> ozone, the 40 on june 20th also performing the summer will be the fray, x ambassadors and hunter hayes. and at the marin county fair in sandra fell. >> that's going to be held during 4th of july weekend. and vogue will kick things off of their concert series on july. 3rd, grammy winner and eldest son of bob and rita marley. ziggy marley is going to be performing on july 6th. los lonely boys will be playing the day after. so a lot of fun come county fairs this year. the san mateo county fair begins next saturday. american idol winner tonga who will performing on june 1st. >> war. why can't we be friends will be playing the next day and r and b group, all for one will be performing on june 7th grade. stuff going
